NSAC creates the "B.J. Penn Rule"
The NSAC has added a new rule, dubbed the "B.J. Penn Rule", prohibiting the use of "foreign substances" to a fighter's body.
B.J. Penn previously filed a complaint against Georges St. Pierre alleging the illegal application of Vaseline by St. Pierre's corner during their bout at UFC 94. The following legal complaint and controversy is commonly referred to as "Greasegate."
In reality the NSAC had no written rule forbidding the application of Vaseline. Now said application will be classified as a "foul" thus making it an illegal tactic.
Call WKR silly, but usually when a league or promotion adds a new rule, due to prior abuse, they name it after the transgessor not the "victim." For instance the "Hines Ward Rule" as oppose to the "Keith Rivers Rule."

Did they say how they'd test/enforce it?

its not really an enforcement thing so much as explicitly classifying it against the rules in case this happens again
